PROGRAM ANALYST (Title 32)

As an PROGRAM ANALYST (Title 32), GS-0343-7/9, you will serve as the analyst and consultant for the management and administration of programs within the directorate or division; serve as key coordination point for all program requirements. Major Duties - This is NOT an all-inclusive list:
Exercise knowledge of management principles, organizational theory and techniques of analysis. Knowledge of agency administrative guidance and operating procedures coupled with analytical ability required to develop information required by the chief to determine feasibility and legality of proposed program and operational plans. Perform duties necessary to accomplish program analyst functions and provide for customer services in support of programs essential to Illinois Army National Guard daily readiness missions. Summarize and interpret significant data collected and relates this data to the organizations program actions. Identify and analyze deficiencies in resource consumption, training, workload and scheduling, and evaluate deviations from standards, plans, and estimates to determine cause and impact on missions. Aid functional areas in identifying areas of record documentation and procedures that can be streamlined, combined or improved and initiates methods to operate under the new or revised system. Provide recommendations to subordinate organizations for proper management of programs. Report expenditure status to management and National Guard Bureau (NGB) as required. Based on budget guidance received from higher headquarters, develops an annual budget for programs. Anticipate requirements for program funds by reviewing execution plans and recommends appropriate action such as reprogramming funds from one program to another to correct funding shortfalls. Review the status of program milestones requests payment of funds after it has been determined that the requirements have been properly satisfied. Formulate and review all Annual Funding Guidance/Programs (AFG/AFP) ensuring obligation authority is not exceeded and budget adjustments are properly staffed. Develop, collect, and maintain various historical data used to initiate planning, programming and execution of current and future training and operations programs. AREA OF CONSIDERATION:
The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades:
Enlisted/Warrant/Officer - May not exceed the rank of MAJ. GENERAL
Experience:
Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management; and experience using computer and automation systems. SPECIALIZED
Experience:
GS-09 Level - Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques; and experience analyzing, interpreting and developing policies and procedures of local management. GS-07 Level - Must have at least 12 months experience which has provided knowledge of the National Guard organizational structures, functions, procedures, and techniques; and experience applying practices, theories, techniques, and methods of management. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
